Anyone interested in selling or importing goods in Saudi Arabia should start by receiving a Product Certificate of Conformity (PCoC). Since SASO compliance is crucial, the PCoC is required before customs can approve your shipment on the Saber platform.
What Do PCoCs Mean?
A Product Certificate of Conformity (PCoC) is given by a Saudi authority to show that your product meets the technical standards required by the country.
While an SCoC is needed for every consignment, the purpose of a PCoC allows continuous imports of a product for a whole year.
Why a Roadmap Matters:
The PCoC process involves multiple steps, coordination with third parties, and regulatory compliance. A structured roadmap helps you:
Avoid delays in product launches
Ensure compliance from the start
Prevent customs issues
Reduce rework and certification costs
To obtain the Product Certificate of Conformity (PCoC) quickly, start by identifying the correct Harmonized System (HS) Code for your product, as this determines whether it is regulated under SASO. Use the Saber platform or consult a certification expert to ensure the right classification and applicable technical regulation. Next, register on the Saber system—note that only Saudi-based importers or local representatives can register products, so exporters must coordinate with their KSA partners. Then, choose a SASO-approved certification body experienced in your product category for a faster review process. Prepare and submit all required documentation, including technical datasheets, safety and performance test reports from ISO 17025-accredited labs, a risk assessment report (if needed), Arabic labeling details, and the Manufacturer’s Declaration of Conformity. Ensure all documents, especially test reports, are up to date (within the last year) and aligned with Saudi standards. For some products, especially electrical appliances, cosmetics, and children's items, the certification body may require additional testing or a factory audit. Once your product passes evaluation, the PCoC will be issued through Saber and will remain valid for one year, streamlining future shipments into Saudi Arabia.
